Stockman points out there are only 70M breadwinner jobs which is still less than the start of the last recession in 07. The rest are low paying or part time jobs. I would imagine there is some fairly stiff competition for most jobs.

Blacks disproportionately work in civil service, from the post office to teaching to non-profits.
When school districts had to cut back on non-essential administrative filler, it was disproportionately black women. Likewise, cutting the administrative overhead in a city is more likely to remove black women who sit in the office, while white guys are filling potholes, cleaning sewers and running into burning buildings.
