While the “free exercise clause” has been held not to permit some actions of individuals (ie. Polygamy or human sacrifice), the Jehovah’s Witness cases have shown that it has some teeth. I guess the Senator equates refusal to violate one’s sincerely held beliefs against promoting a behavior are comparable to human sacrifice?
