That's absolutely true. Here in Illinois once a perp turns their back on you and attempts to flee, you cannot fire.
Doesn't matter if it's in your home, yard or out on the street. Once the perp tries fleeing, any shots fired are illegal.
Yes, I don’t see how what happened here is any different from the police officer charged with murder for shooting the man running from him in the back and killing him.
As far as I know, in order to justify deadly force, you or someone else has to be in imminent danger of losing their life or great bodily harm.

A piece of nostalgia on this thread. I remember Kinney shoes, Robert Hall clothes, Howard Johnson restaurants, Flying A gas stations, Cities Service gas stations, A & P supermarkets...........and the list goes on.
That's exactly the way it is in Illinois.
Even if the perp is in your house, once they turn to leave you cannot shoot. Period.
Then again, there's the advice my lawyer gave me: If you shoot someone, don't maim them, kill them. Estates settle for less.

I loved the grilled cheese & tuna fish on white toast w/ a cherry coke. My grandfather would leave money under my morning grapefruit that I got to spend at Woolworth’s when I visited them in the summer. The smell of the warm cashews was divine.........great memories!
