While Hawking fears that giving aliens our cosmic address could potentially bring death and ruin — much like what happened to many groups of Native Americans when Europeans invaded North America — Tarter thinks that aliens advanced enough to skip across star systems and reach Earth will be friendly, not aggressive.

Tarter has obviously never seen "Mars Attacks". He sounds just like Pierce Brosnan's character in that particular dud, and anyone who has ever *seen* the film knows how that particular dolt ended up...

I think the theory is that with such technology they would have destroyed themselves if they were not peaceful by philosophy.

There is an obvious psychological experiment that by now should be a “classical” experiment. Basically collect a group of people and ask them if they want to be part of an “official government survey”. Tell them it is confidential, but it is important to determine public attitudes on this subject.

Then bring out someone wearing a lab coat, or a military uniform, to give them a briefing. The subject is that astronomers have detected a number of UFO alien spaceships heading for Earth, intentions unknown.

What should the government do about it?

On the surface, it actually would survey what they think. However, what you are looking for is first of all, how many people would have a kooky response, any number of things. But they are actually less important than perhaps the largest group.

The people who “go inert” waiting for the aliens to do something. That is, they decided to stay at home and watch TV, not to go to work, or school, or anything, until they had “a sign”.

If it lasted even for a few days, the effects on our economy would be catastrophic. That is, too many working people just stayed home, so the economy quickly fell apart.

The intentions of “the aliens” wouldn’t really matter.

Of course, at the end of this experiment, there would have to be an extensive debriefing, because it wouldn’t be safe for anyone to leave thinking that the aliens were coming. And it would be quite hard to convince some people otherwise.

I think that a sufficiently advance alien civilization would just treat us eathlings as a ‘law enforcement problem just like our oh-so-advanced Preddent treats his primal co-religionists.

Any time a society comes into contact with a less developed society, the less developed society loses.

If an alien species has the ability for interstellar travel they will see us just like we would see a Neanderthal.
Not worth saving.

And who says they would be peaceful and kind.
Imagine the NAZIs winning WW2 and achieving the ability to travel the stars.
Not a nice thought.

Not really. Those omnidirectional radio emissions lacked enough focused energy (Watts) to be distinguished from the Cosmic background radio emissions and the emissions from the Sun to be reasonably detectable much father than the edge of the Solar System less than 1 light year from here. Even with the 1974 METI transmission, it is unlikely the transmission is detectable as a coherent message beyond about 20 light years. Experiment with the SETI Range Calculator:

History is replete with examples of warrior societies enslaving the toolmakers to provide the technologies the warriors are incapable of producing themselves for the conquest of even more cultures. The Klingon Empire is a fictional example of this principle based upon a wide variety of actual historical cultures such as the Arabs, Mongols, and others.
