Autopsy report: Terence Crutcher had PCP in his system when he died (Tulsa)

The Oklahoma State Medical Examiner's Office on Tuesday released its final public report on the death of Terence Crutcher, who was found to have PCP in his system when he died Sept. 16 after being shot by a Tulsa Police officer.

The report included results of a toxicology analysis that found Crutcher, 40, had 96 nanograms per milliliter of phencyclidine, or PCP, in his bloodstream at the time he died. A Tulsa Police homicide official told the Tulsa World in September that officers found PCP in Crutcher's vehicle during a search after his death but did not say at that time if there was evidence indicating he used it.

Crutcher died around 8:20 p.m. Sept. 16 after being shot once by Tulsa Police Officer Betty Shelby in the 2300 block of East 36th Street North after she noticed his car was stopped in the middle of the road near Lewis Avenue. Shelby is charged with first-degree manslaughter in his death and had a judge enter a not guilty plea on her behalf Sept. 30.

She will appear in court Nov. 29 for a preliminary hearing.

Any knowledgeable person watching the dash cam and helicopter video, along with the officer's description of the individual failing to follow lawful orders and choosing to turn his back on a drawn weapon to walk back to his vehicle, had to know this guy was chemically enhanced. The local DA has to regret the quick filing of charges against the officer but knows he has to ride this case down to defeat just to avoid BLM nonsense -- take one for the team, if you will.

As someone who realizes the police have a tough job and am willing to cut them a break in many circumstances, this isn’t one of them. So what if he was on drugs, mentally ill people act in similar ways. He was unarmed and posed no immediate threat that required that officer to shoot him. It could have easily been handled better. That some are trying to justify this particular shooting boggles my mind.

So what if he was on drugs... Written in the lack of knowledge about the actual physical effects of chemical enhancement using PCP, I'm sure.

Agreed — read that in the initial info/articles. It will be interesting to watch the local DA dance, deflect, and pivot while justifying his quick decision to enter charges.

I am well aware of the effects of pcp and how it can give people super human strengh of resistance, ect, but that is not a factor here. The officer wasn’t engaged in a physical fight with him. Get real. you want out of control cowboy cops who can shoot anyone who makes them nervous? No thanks.

You do realize he was a big man, had been convicted of using and selling PCP (which the cops may have known if they ran his plate) and was acting erratically. He went to reach in a car (if you watch the video, you can see the police might not have been able to tell if the window was open or closed) and who knows if he was going to pull out a gun.

The fact that the taser and the gun were fired at nearly the same time tells me it wasn’t just one cop with a itchy trigger finger.
