Who says she won the popular vote, anyway? A lot of states quit counting after Trump gained an insurmountable lead. Thousands of votes weren’t even counted.

Hillary only won more popular votes over Obama in 2008 by virtue of putting her name on the ballot in unrecognized (by the DNC) primaries that were held in Florida and Michigan. Also, Obama won substantial numbers of his delegates in caucus states for which individual participant votes are not tallied. They were low turnout affairs which she and her experts assumed she would draw followers to come participate in. Not unlike the lack of motivation we saw in this last election (e.g. her low attended rallies).
If the goal were to maximize votes, Trump would have campaigned differently. But the goal is to maximize electors, so he focused his campaign in MI, OH, PA, FL, and to a lesser extent VA and WI.
The question is like saying well Chicago won the game, but the Indians had more hits, so its not fair.
In addition, all the dead votes and illegal votes, if subtracted, would render Trump ahead in the popular vote.
