Yes, it is possible to be arrested, even to be indicted, and yet be free to travel in public. (Ever hear of bail bondsmen? Ever notice that high-end people accused of crimes, get a lot more "kid-glove" treatment than unemployed minorities in big cities? I'll bet even you can think of high-profile examples, if you try really hard.)

This is important for two reasons:

You cannot cold-read something which has not happened yet.
