Yes, he is, and you just know he thinks not dissimilarly to Stzrok who could ‘smell’ the Trump voters at Walmart. If he were half as smart as he thinks he is he would understand the dynamics of why Trump is President.
Will is part of the academic - political crowd who are way, way, way overrepresented in elected office, in the national media, and in the government bureaucracy. They tend to be the least insightful, least creative, least effective, and most affectatious and arrogant. I wouldn't hire George Will to pull weeds. Trump gives people like Will no unearned respect, and diminishes their stature by treating them for what they do and accomplish, not what their pedigree is. Trump has disbanded the country club of the politically connected, and treats them the same as he would anyone walking the street - instead of the 'special people' they think they are. This is in great measure why Will doesn't like Trump.
