Looks like the film was shot in the Bunker Hill area, based on inclines and the position of City Hall in the background. Yep. I recognized the neighborhood instantly.

Lots and lots of smog. Not much different than today from what I’m told. I grew up in Los Angeles. There is far less smog there today, than there was in decades past.
