July 20, 1983, roll call vote 259, House of Representatives, Motion to Censure Congressman Gerry Studds (D-MA) -

Following future Dem House Committee Chairs voting "no" -

Conyers, Frank, Lantos, Miller, Obey, Rahall, and Waxman.

Leadership voting "no"

Hoyer

Chair of DSCC, then House member, Schumer "no"

Voted instead for a watered down reprimand.

"Miller" Can you confirm that is Congressmen Dennis Miller of California, my Congressman?

If so, I can use it against him at the next town hall meeting.

Do you have the Congressional Record for that day? I know it's not on line. Was there any recorded vote on Newt Gingrich's purported attempt to expel Studds?

What I've found, but no vote record online that I can tell:

265. H.RES.265 : A resolution in the matter of Representative Gerry E. Studds.
Sponsor: Rep Stokes, Louis [OH-21] (introduced 7/14/1983) Cosponsors (None)
Committees: House Standards of Official Conduct
Latest Major Action: 7/20/1983 Passed/agreed to in House. Status: Resolution Agreed to in House (Amended) by Yea-Nay Vote: 420 - 3 (Record Vote No: 260).

In all there were four votes. The House voted to order the ethics committee to toughen the penalty recommended for Crane from reprimand to censure, 289-136. Then came a final vote on the strengthened motion for censure, 421-3, in which Crane voted against himself.

The vote to upgrade Studd's punishment was 338-87 and the final censure tally was 420-3 Both times he voted present, neither yes or no.

Mitchell and Reps. William Clay, D-Mo., and Mervyn M. Dymally, D-Calif., voted against censuring Crane and Studds. Calls to the offices of Clay and Dymally were not returned. Rep. Parren J. Mitchell, D-Md.

Studds made a speech on the floor of the House after the motion to censure was approved.In this speech he made it crystal clear,in a very defiant fashion,that he didn't feel the slightest bit of shame,remorse or embarrassment regarding what he did.

I'm of the opinion that we should RAM this back down the Democrats throats...

We should THANK them for exposing the shenanigans of Foley, and ask why they waited so long to tell us....

we should also THANK THEM for reminding Americans that many gays are PREDATORS, and gays should NEVER be allowed to hold positions of public trust, like teaching children, or sitting in public office....

We should remind EVERYONE that being a child predator while DEMOCRAT is simply not a crime to many people, while being one while REPUBLICAN is....

In short, I believe we have the chance to set the "Cause" of Gay Rights back 20 years, and WIN AN ELECTION if we play this smartly.....

Could you remind people who Stubbs was?

Garry Studds...Massachusetts (where else?) Congressman during the 80's/90's who was censured by the US House for having stupped a 17 year old male page.After having been censured,he defiantly declared that he felt no remorse for what he did.

And BTW...he was re-elected to the House several times *after* the censure.

(as if *that's* a surprise)

He is perhaps best remembered for his role in the
Congressional Page sex scandal in 1983, when he
and Representative Dan Crane were censured by the
House of Representatives for separate sexual
relationships each had had with congressional
pages who were each 17, and thus minorss, at the
time of the relationship. Studds refused to
apologize for the relationship and in fact called
a press conference with the former page, in which
both stated that they were consenting adults at
the time of the relationship in 1973, and that it
was therefore not the business of others to
censure them for what they considered their
private relationship. Studds continued to be re-
elected to Congress until his retirement in 1997.

They voted against increasing the punishment from a reprimand to a censure (a reprimand does not even require the "bad guy" to be present for the reprimand, while a censure requires them to be in 'the well' and rebuked and humiliated)

When it came down to it, the 3 in my post voted against the censure altogether.

So the original post is voting against censure as a more severe punishment, mine was voting against the censure they agreed to pursue as a punishment.

I think that's right.

No, he said Schumer and others voted against Censure. The rest of the House voted to censure Stubbs and it passed. but Schumer and some other DEM sleaze voted against it.

They voted to kill the censure resolution, which was the key vote. The underlying bill was a reprimand reported by the Ethics Committee. It was amended with censure by Gingrich on a contested vote. Everyone then rolled over on final passage after Gingrich won that key vote.

That kind of misinformation makes our side look bad. Assuming the other poster is right about the final vote, it is basically a lie to claim they opposed censure when they voted for it in the end.

Now maybe you can make some hay out of the fact that they preferred a reprimand to censure, but I doubt it.

I have no idea how that is disinformation. They flat voted against it. Bills pass almost all the time with near unanimity on final passage but the key votes are in the amendment.

For example, in the defense bill, if someone votes to cancel missile defense, but loses the vote, and then votes for final passage on the overall bill that has missile defense in it, does that mean they supported missile defense? Hardly.
