"These billboards are an open admission that the state either can't or won't enforce its laws--a gilt-edged invitation for adult men to pursue teenage girls." No, it's not...not in the least. Virginia prosecutes offenders when they are caught. Just a few months ago, a VA Tech football player (18) was prosecuted for having sex with a 15-year-old. I'm not saying they threw the book at him, but I believe he got some jail time.

We should have billboards urging men not to drown children in bathtubs.
Or billboards urging men not to smash babies' heads into sidealks.
There's just no end to the horror caused by men.
