A Conversation about Immagration Reform

will endeavor to continue to give you the simple courtesy of speaking honestly, plainly and sympathetically -- not for my political future but to win the future for America.

But here is an outline for a 21st Century program of patriotic immigration which, I believe, will lead to secure borders: CONTROL THE BORDER FIRST. No nation in an age of terrorism can afford to have inadequately controlled borders with millions crossing illegally at will. We need to commit the necessary resources at all the borders, including the coasts, for national security reasons. That would mean more border agents and more technology. My hope is that the President,will make this one his priority and assert his leadership to control the border now without waiting for the Congress to act; RULE OF LAW. I believe America should continue to welcome immigrants from all over the world. But this great American tradition must be firmly based on the rule of law, therefore; NO AMNESTY. The effort to grant amnesty to people in this country illegally is seriously misguided. Rewarding people who break our immigration laws will only encourage more illegal immigration. Instead of a $2,000 fine that some have called for, I would allow anyone here illegally to keep the money and use it to purchase transportation back home to apply legally. I would insist, however, that they get in line behind those who are already seeking a work visa who did not break our immigration laws; OBEY THE LAW. All work-visa holders wishing to work in the United States would be required to sign a contract saying they will pay taxes and obey the law. Breaking this agreement would result in being removed from the U.S. within 72 hours; NO CRIMINALS. All countries that wish their citizens to participate in the work-visa program would provide the United States with a continually updated list of their felons so that we can keep their criminals out of the U.S.; MODERN TECHNOLOGY. Companies like VISA, MasterCard and American Express already manage sophisticated secure card programs. All work-visa holders would carry a similar electronic identification card containing a biometric identifier such as a thumb scan or a retinal scan; EMPLOYER ACCOUNTABILITY. No immigration proposal can succeed without the cooperation of American employers. After all, without illegal jobs, there would be no illegal workers. An electronic ID card would establish a worker's legal status so that employers will have no question how to comply with the law. Once this program is established, any business employing workers illegally would be fined severely; BECOMING AMERICAN. We should continue to welcome immigrants from around the world who share our values and wish to become American. But for anyone to succeed in America, they must learn English. They must also give up any allegiance to any other nation and vote only in American elections. I believe that by implementing what I've outlined above will make our borders more secure and America safer.
