The agreement, which would open up an area the size of Delaware to (Mexico's) exploration, has already been confirmed by Mexico's legislature, Salazar said in a speech calling for action on U.S. energy policy. "We shouldn't have to wait to act on the agreement either," he said. "Congress should act."

Oh sure so that Mexico can drill there but the United States cant because the Obama administration wont permit any off shore drilling period.
China and Russia will drill in Alaska and if they find anything they can take that dirty oil back home
That way the profits are distributed among the 'people', not evil private oil companies.
In reality the profits go to prop up corrupt governments, which suits Barack Omugabe just fine.
