Department of Homeland Security and the Department of Justice, have joined forces to create fusion centers... based on the input and guidance of the Global Justice Information Sharing Initiative (Global), the Global Intelligence Working Group (GIWG), and the Criminal Intelligence Coordinating Council (CICC) The Institute for Intergovernmental Research coordinates the receipt of program requests and facilitates many of the services offered.
