That is not the cartoon that was criticized. It was one showing a four headed creature attacking Uncle Sam. There were four heads, representing blacks, Asians, Hispanics, and Jews. The faces look like standard caricatures of the respective groups.

The particular cartoon that you linked to is not racist.
