This is hogwash. The missiles in those silos would already be in the air going towards the attacking country. So the safest place to be in a nuclear attack would be next to an ICBM silo.

That's a bit generous. It depends on water supplies, radiation level contamination and those roving band of thugs looking for supplies. I'm not sure how safe the fish or radioactive killed cattle would taste.
