You’re assuming that we launch on warning, use’em of lose’em. When you detect an incoming ICBM attack you have a short window of time to launch the land based ICBM’s. If the incoming attack turns out to be a false attack or malfunction and you launch too quick you assure the population centers are targeted and destroyed.

You can just wait and ride out the first strike and see what you have left and then counter attack with that and your SSBN’s. Lots of old Cold War strategies that never really went away are back. And the warmonger crowd will tell you in two weeks of sheltering the flatten the radiation curve all will be fine, just let them have their war...
