Follow the money.
During the sixties, the Democrats bought the black vote, and it has never changed. They are stuck on the plantation.

They have little comprehension of world or national affairs, but still are told that they will loose everything if they do not vote Demo.
I am sorry to sound so racist, but I was raised in Memphis, and have spent my entire life among these people. I know, to some extent, how they think.
These people think, by mistake, that the Democrats are their family.
Those that choose to go into politics, are pandered to by the party, and the results are bad.
Most all of the black state legislators from Memphis are under endowment for corruption and receiving payoffs, but to them it is a birthright.

I posted a comment on a thread about the most liberal cities in the US. They are rated by how the people vote.
Of course, cities like Gary, Indiana came out as the most liberal in America, but it is a skewed poll.
Blacks are not anymore liberal then they are conservative, but they vote in lockstep for Democrats.
One could say that cities like Ithica, NY and Madison, Wisconsin are much more liberal, but they rate below the cities with ultra high black populations.

Over the years, more and more blacks escape from the plantation, but it is a very slow process.
