When And Why Joseph C Wilson IV Outed Valerie Plame
Sweetness & Light ^ | March 17, 2007 | Steve Gilbert

Posted on 03/17/2007 3:37:58 AM PDT by Sam Hill

Before we put Plame "leak" story to bed once and for all, I want to reiterate out what I first posited almost two years ago, which now seems to be more true than ever.

It was almost certainly Mr. Joseph C. Wilson IV who "outed" his wife as a CIA officer.

And he probably did this in early May 2003 at after meeting with top level Democrats and around the time he began to work for the John Kerry for President campaign.

Let's run through the chronology.

January 28, 2003: President George W. Bush gave his State of the Union speech.

February 6, 2003: Joe Wilson wrote an editorial for the Los Angeles Times, A 'Big Cat' With Nothing to Lose, in which he claimed we should not attack Saddam Hussein because he will use his weapons of mass destruction on our troops and give them to terrorists.

There is now no incentive for Hussein to comply with the inspectors or to refrain from using weapons of mass destruction to defend himself if the United States comes after him.

And he will use them; we should be under no illusion about that.

February 28, 2003: Joe Wilson is interviewed by Bill Moyers. Wilson agrees with Bush's SOTU remarks, and reiterates his belief that Saddam has WMD.
MOYERS: President Bush's recent speech to the American Enterprise Institute, he said, let me quote it to you. "The danger posed by Saddam Hussein and his weapons cannot be ignored or wished away." You agree with that?

WILSON: I agree with that. Sure.

MOYERS: "The danger must be confronted." You agree with that? "We would hope that the Iraqi regime will meet the demands of the United Nations and disarm fully and peacefully. If it does not, we are prepared to disarm Iraq by force. Either way, this danger will be removed. The safety of the American people depends on ending this direct and growing threat." You agree with that?

WILSON: I agree with that. Sure. The President goes on to say in that speech as he did in the State of the Union Address is we will liberate Iraq from a brutal dictator. All of which is true. But the only thing Saddam Hussein hears in this speech or the State of the Union Address is, "He's coming to kill me. He doesn't care if I have weapons of mass destruction or not. His objective is to come and overthrow my regime and to kill me." And that then does not provide any incentive whatsoever to disarm.

March 3, 2003: Joe Wilson wrote a piece for the Nation, Republic Or Empire. In it Wilson blasts the "neo-conservatives" in the Bush administration for their imperial over-reach. But he makes no mention of uranium or any other suggestion that Bush misled the country or lied about Iraq's WMD.

Then what's the point of this new American imperialism? The neoconservatives with a stranglehold on the foreign policy of the Republican Party, a party that traditionally eschewed foreign military adventures, want to go beyond expanding US global influence to force revolutionary change on the region. American pre-eminence in the Gulf is necessary but not sufficient for the hawks. Nothing short of conquest, occupation and imposition of handpicked leaders on a vanquished population will suffice. Iraq is the linchpin for this broader assault on the region. The new imperialists will not rest until governments that ape our worldview are implanted throughout the region, a breathtakingly ambitious undertaking, smacking of hubris in the extreme.

March 8, 2003: CNN’s Renay San Miguel interviewed Joe Wilson about the so-called Niger forgeries.

SAN MIGUEL: So how do you play this, then? I mean, what, do you admit it, do you just move on? Do you try to get these things verified if you do believe, indeed, that Iraq was trying to buy this material from Niger? I mean, how do you handle this? What’s the damage control on this?

WILSON: I have no idea. I’m not in the government. I would not want to be doing damage control on this. I think you probably just fess up and try to move on and say there’s sufficient other evidence to convict Saddam of being involved in the nuclear arms trade.

So up until at least March 8, 2003 Joe Wilson still contended that Saddam had WMD and that he was involved in the nuclear arms trade. Then what happened?

May 2003: Joe Wilson began to "advise" the Kerry for President campaign.

Wilson ... said he has long been a Kerry supporter and has contributed $2,000 to the campaign this year. He said he has been advising Kerry on foreign policy for about five months and will campaign for Kerry, including a trip to New Hampshire... -- David Tirrell-Wysocki, "Former Ambassador Wilson Endorses Kerry In Presidential Race,'' The Associated Press, 10/23/03

Five months prior to October 2, 2003 would be May 2, 2003. What happened on that date?

May 2, 2003: Joe Wilson and Valerie attended a conference sponsored by the Senate Democratic Policy Committee, at which Wilson spoke about Iraq. One of the other panelists was the New York Times journalist Nicholas Kristof

Here, unlike his remarks to CNN on March 8, 2003, Wilson claimed State Department officials should have known better than to have been duped by the forged documents that allegedly had proved a deal for uranium had been in the works between Iraq and Niger.

May 3, 2003: Over breakfast the next morning with Kristof and his wife Valerie Plame, Wilson told Kristof about his trip to Niger...

MARCH 14, 2003 : (ROCKEFELLER FORMALLY ASKS MUELLER TO INVESTIGATE BURBA/NIGERDOCS) Thanks for the pings. BTW we can actually document Rockefeller's involvement in that even earlier, from at least March 14, 2003:
On March 14th [2003], Senator Jay Rockefeller, of West Virginia, the senior Democrat on the Senate Intelligence Committee, formally asked Robert Mueller, the F.B.I. director, to investigate the forged documents. Rockefeller had voted for the resolution authorizing force last fall [2002]. Now he wrote to Mueller, "There is a possibility that the fabrication of these documents may be part of a larger deception campaign aimed at manipulating public opinion and foreign policy regarding Iraq." He urged the F.B.I. to ascertain the source of the documents, the skill-level of the forgery, the motives of those responsible, and "why the intelligence community did not recognize the documents were fabricated." A Rockefeller aide told me that the F.B.I. had promised to look into it.------------Seymour M. Hersh, "Who Lied to Whom? MARCH 15, 2003 : (WASHINGTON TIMES REPORTS ON "FRENCH CONNECTION" : CHINA SOLD PROHIBITED MISSILE FUEL TO IRAQ THROUGH FRANCE AND SYRIA) Top investigative journalist Bill Gertz reported in The Washington Times yesterday that China sold prohibited missile fuel to Iraq through a secret "French Connection." The sale reportedly was made in August [2002] and according to officials in Washington was brokered through France and Syria. While France was denying the report, Deputy Defense Secretary Paul Wolfowitz was meeting with France's ambassador to the United States for what were termed "candid" discussions about Iraq. Rumors are circulating in Washington about other meetings with the ambassadors for China and Russia.
Apparently France has been engaged in double dealing and overt deception about its secret deals with Iraq for many years. (See my reports below) Yet the French government has been pontificating about its alleged moral superiority before United Nations Security Counsel for months.----- 'Iraqi Ambassador Had Contact Terrorist & China Sold Iraq Missile Fuel via "French Connection",' by Douglas Oliver, NewsPundit.net ^ | 3/16/2003

MARCH 2003 : (RAND BEERS QUITS) Five days before the war began in Iraq, as President Bush prepared to raise the terrorism threat level to orange, a top White House counterterrorism adviser unlocked the steel door to his office, an intelligence vault secured by an electronic keypad, a combination lock and an alarm. He sat down and turned to his inbox.
"Things were dicey," said Rand Beers, recalling the stack of classified reports about plots to shoot, bomb, burn and poison Americans. He stared at the color-coded threats for five minutes. Then he called his wife: I'm quitting.
Beers's resignation surprised Washington, but what he did next was even more astounding. Eight weeks after leaving the Bush White House, he volunteered as national security adviser for Sen. John F. Kerry (Mass.), a Democratic candidate for president, in a campaign to oust his former boss. All of which points to a question: What does this intelligence insider know?
"The administration wasn't matching its deeds to its words in the war on terrorism. They're making us less secure, not more secure," said Beers, who until now has remained largely silent about leaving his National Security Council job as special assistant to the president for combating terrorism. "As an insider, I saw the things that weren't being done. And the longer I sat and watched, the more concerned I became, until I got up and walked out."------ "Beers: Former Aide Takes Aim at War on Terror ," By Laura Blumenfeld, Washington Post Staff Writer, Monday, June 16, 2003; Page A01 , 75 posted on 07/15/2005 9:54:46 PM PDT by Howlin

MARCH 16, 2003 : (THE OBSERVER REPORTS CONNECTION BETWEEN IRAQI AMBASSADOR TO SPAIN AND AL QAEDA'S 911 HIJACKING CONSPIRATOR YUSUF GALAN) An alleged terrorist accused of helping the 11 September conspirators was invited to a party by the Iraqi ambassador to Spain under his al-Qaeda nom de guerre, according to documents seized by Spanish investigators.
Yusuf Galan, who was photographed being trained at a camp run by Osama bin Laden, is now in jail, awaiting trial in Madrid. The indictment against him, drawn up by investigating judge Baltasar Garzon, claims he was 'directly involved with the preparation and carrying out of the attacks ... by the suicide pilots on 11 September'. * * *
Evidence of Galan's links with Iraqi government officials came to light only recently, as investigators pored through more than 40,000 pages of documents seized in raids at the homes of Galan and seven alleged co-conspirators. * * *
George Tenet, the Director of the CIA, has made increasingly strong statements alleging such a connection.
In Congressional testimony last month, he said that Iraq had co-operated with al-Qaeda for 10 years, and that it had trained al-Qaeda members in bombmaking and the use of chemical and biological weapons. In an apparent attempt to refute the sceptics, he said this information 'comes from reliable sources' * * * ----- The Observer [UK] via 'Iraqi Ambassador Had Contact Terrorist & China Sold Iraq Missile Fuel via "French Connection",' by Douglas Oliver, NewsPundit.net ^ | 3/16/2003

MARCH 16, 2003 : (TRUTHOUT.ORG'S MARC ASH SENDS SHRILL SPAM LETTER CLAIMING BUSH & BLAIR ARE GOING TO SLAUGHTER IRAQIS ON AN "UNIMAGINABLE SCALE") One of the daily unsolicited e-mails I get is from a propaganda group that calls itself “Truthout” and which is, believe it or not, headquartered in Los Angeles, California. On March 16th, as the war was about to start, its chief propagandist, Marc Ash, wrote: ”What George W. Bush and Tony Blair are planning is the greatest act of human slaughter since Pol Pot and the Khmer Rouge orchestrated the Cambodian genocide in the mid 1970s. That act killing some 1.5 to 2 million largely defenseless and quite peaceful Cambodians. ...”Civilian Iraq is utterly defenseless and totally unprepared for the carnage that is about to be visited upon them. It is murder plain and simple, murder on an unimaginable scale.” Marc Ash didn’t bother to mention the Iraqis and Iranians killed in the 1980-1988 Iran-Iraq war started by Saddam’s invasion and seizure of Iranian oil fields in 1980. According to The Federation of American Scientists (FAS) estimated casualties of the 8 year war between these two Muslim nations at "more than one and a half million war and war-related casualties." The casualties between these two Muslim nations would be the equivalent to losing 5.6 million for a population the size of the United States. - "The Iraqis Will Eventually Judge America by Its Deeds, Not Media Misinformation," By: Mary Mostert, Analyst, Banner of Liberty, (www.bannerofliberty.com) , April 4, 2003 , http://www.bannerofliberty.com/BOL-03MQC/4-4-2003.1.html.

"Plame met Wilson at a convention in Washington, D.C, in early 1995 or 1997, while working for Bill Clinton."

That's a new one on me.

Of course it is so vaguely written, I'm not quite sure what it means.

The United Nations is focusing now on the humanitarian situation in Iraq, Annan said. The U.N. Security Council is expected to discuss the future involvement of the United Nations in Iraq and might request that it assume a larger role, he said.

APRIL 9, 2003 : (NIGERFLAP : FORGED DOCS FROM FRANCE?) Western intelligence officials outlined the key developments in interviews here yesterday, even as Iraqis in Baghdad and Basra, finally feeling free of Saddam Hussein's 25-year reign, were cheering U.S. and British troops as liberators. Among the crucial factors the intelligence officials cited in explaining the remarkable 21-day path to the regime's seeming demise:

The intelligence officials offered a tantalizing coda for conspiracy-mongers. They said the "crude forgery" received by U.N. weapons inspectors suggesting the Iraqis were trying to buy uranium from Niger as part of their nuclear program was originally put in intelligence channels by France. APRIL 10, 2003 : (AL TUWAITHA : COALITION FORCES DETECT A TYPE OF RADIATION THAT COULD INDICATE THE PRESENCE OF WEAPONS-GRADE PLUTONIUM) Coalition forces searching the Al Tuwaitha nuclear complex just south of Baghdad on April 10 have detected a type of radiation that could signal the presence of weapons-grade plutonium.
One of two materials is used to fuel nuclear explosions: uranium or plutonium.
The initial indications from Al Tuwaitha indicate the presence of plutonium-239. If true, this is worrying on numerous fronts. Uranium is far more abundant than plutonium and methods to separate, purify and mold weapons-grade uranium are not particularly technically advanced or expensive. Plutonium manufacture and purification, in contrast, is one of the most advanced weapon-fabrication processes. Plutonium weapons also require far less material -- as little as 5 kilograms -- and so plutonium weapons can use a wider array of lighter delivery vehicles. Unlike uranium, plutonium does not occur naturally in any form. - "Possible Plutonium Find Has Wide and Disturbing Implications, Stratfor.com, Apr 10, 2003 - 2202 GMT

APRIL 2003 : (RAMADI IRAQ : BAER & IRAQI INTEL CHIEF GENERAL TAHIR GEN HABBUSH MEET?) "...the advances were all rejected by the Bush administration, according to intermediaries involved in the talks. As US and British troops massed in the Gulf, Iraqi intelligence sent out a range of compromise feelers through a number of channels in the apparent hope of forestalling the invasion or at least buying time. The messages were sent through Syrian intelligence, and French, German and Russian diplomatic channels, and as the countdown to invasion ticked away, through retired CIA officials and a Lebanese-American businessman who met the Washington hawk, Richard Perle, in a London hotel. The first approach appears to have been made last December through the CIA's former head of counter-terrorism, Vincent Cannistraro. "I was approached by someone representing Tahir al-Tikriti - the Iraqi intelligence chief also known as [General] Tahir Habbush - who said Saddam knew there was a campaign to link him to September 11 and prove he had weapons of mass destruction," said Mr Cannistraro. "The Iraqis were prepared to satisfy those concerns. I reported the conversation to senior levels of the state department and I was told to stand aside and they would handle it," he said. He later heard the Iraqi offer had been "killed" by the Bush administration. .........There was talk of a meeting between Mr Baer and GenHabbush in Ramadi, outside Baghdad, in early April [2003]. "It was a promise to hold free elections supervised by France and the US," Mr Baer said. But the proposed meeting never happened. APRIL 2003 early, aound the 11th: (ACCORDING TO ABC NEWS, IRAQI INTELLIGENCE CHIEF, GENERAL TAHIR JALIL HABBUSH, TRIES TO ARRANGE A MEETING BETWEEN US REPRESENTATIVES & SADDAM HUSSEIN- THROUGH ROBERT BAER, FUTURE KERRY STAFFER) Saddam Hussein's intelligence chief tried to arrange a meeting last week between US representatives and the former Iraqi leader, who an opposition official believes was seen about three days ago, ABC News reported. Leaders of Iraq's prominent Dulaym tribe told the US network that they had made contact with former CIA officer Bob Baer and others to try to arrange some kind of meeting. "They told me the chief of Iraqi intelligence was seeking to get in touch with the United States and could I do anything about that," said Baer, who now works for ABC News.
Saddam's intelligence chief, General Tahir Jalil Habbush, went on April 11 to the home of the Dulayn tribal chief in the town of Ar-Ramadi, about 100 kilometers (60 miles) from Baghdad. He apparently wanted to make arrangements for a meeting, but US warplanes then bombed the home, killing the chief and 17 family members, the network said.
"We don't know who to trust," Dulawn leader Abdullah Hamid said. "We don't trust them anymore."
Tribe members said Habbush got away, and added that they did not know whether Saddam was still alive.
But the opposition Iraqi National Congress told the network that Saddam was believed alive and had been seen about three days ago. The INC said "it had information that Hussein was seen about three days ago, at a meeting with senior Baath party officials."
"They are coming together in meetings. We've known several meetings have taken place. They're well-funded and they are well-armed," the network said. APRIL 12, 2003 Saturday : (KIRKUK, IRAQ : CHEMICAL WARHEAD DISCOVERED AMONG A NUMBER OF 13 FOOT MISSILES, CRATES OF MISSILES AND BOMBS) Weapons experts were called Saturday to an occupied northern Iraqi air base in Kirkuk to determine if a warhead discovered there is laden with a chemical agent. ...This suspected chemical warhead discovered at an air base near Kirkuk is marked with a green band, which sources said is the symbol for chemical weaponry. ... The warhead was found in a box Friday during routine operations to secure the airfield by the U.S. 173rd Airborne Brigade. It is about the width of a coffee can and marked with a green band that military sources said is the universal symbol for chemical weaponry. ...
Two initial "improved chemical agent monitor" (ICAM) tests showed trace amounts of a nerve agent on the baseball bat-length warhead -- at the rear and in the middle where there is a screwed-down circular area about the size of a quarter. ICAM is a miniature chemical agent detector that allows for simultaneous detection of nerve and blister vapors and aerosol agents.
The warhead tested at one bar on a six-bar scale, which would be consistent with leakage from a chemically armed weapon, military sources said. But two subsequent ICAM tests showed zero on the scale, contradicting the earlier tests.
A soldier who performed the second pair of tests told CNN that little should be gathered from the findings, because no definitive answers would emerge until chemical experts arrive at the base and break into the warhead itself. Soldiers were standing guard Saturday outside the storage facility where the warhead was found.
A large wooden box next to the one with the warhead contained a 13-foot missile, one of many troops have found at the base.
Some underground bunkers the size of basketball courts were discovered piled high with cans of munitions, crates of missiles and 1,000-pound bombs.
"It appears as though the air base was evacuated hastily," said Maj. Rob Gowan, a public affairs officer. "A lot of indicators seem to say that the Iraqi forces that were here left very quickly." - "Suspected chemical warhead found in Kirkuk - Ex-Iraqi colonel says he has chemical weapons information," from Thomas Nybo, CNN, Saturday, April 12, 2003 Posted: 4:46 PM EDT (2046 GMT) Thomas Nybo is accompanying U.S. troops with the 173rd Airborne Brigade.

APRIL 14, 2003 : (REPORT : IRAQI NUCLEAR SCIENTIST AL JAFFAR TURNS HIMSELF IN TO US TROOPS) A TOP Iraqi nuclear scientist had surrendered in Iraq, a US official said as US forces stepped up a search for Iraqis who can shed light on the country's weapons of mass destruction programs. Jaffar al Jaffar had turned himself in, the official said yesterday [April 14] , speaking on condition of anonymity. His surrender follows that of Saddam Hussein's chief science adviser Lieutenant-General Amir al-Saadi, who gave up at the weekend with the help of Germany's ZDF television network. OCTOBER 1995 : (LIBYA : IRAQI SCIENTIST JA'AFAR DHIA JA'AFAR ARRIVES IN LIBYA TO LEAD A GROUP OF IRAQI PERSONNEL IN INSTALLING A NUCLEAR ENRICHMENT KILN) According to the Jerusalem Post, Iraqi nuclear scientist Ja'afar Dhia Ja'afar arrived in Libya to lead a group of experts and engineers from Iraqi military industries in installing a small nuclear enrichment kiln in the area of Sidi Abu Zarik, approximately 380 kilometers south of Tripoli. The Iraq-Libya cooperation allegedly began with a secret visit by Ra'ad Id Aldafi, from Libyan military industries, to Baghdad on August 30, 1995. The Jerusalem Post goes on to say that contracts for Iraqi scientists to work in Libya were passed off as contracts for these scientists to lecture in Libyan universities and institutions. Unnamed experts suggest that Iraqi nuclear fuel could reach Libya by sea within weeks, and that Iraqi experts in Libya could begin enriching it after installing more small or medium-sized kilns. —Tom O'Dwyer, "Libya Helps Iraq Dodge Weapons Supervision," The Jerusalem Post, 1 November 1995.

That's a good point. It would really make a lot of sense for the administration to put together some kind of statement on their beliefs about what happened in this nonsense. And to use that as their reasoning behind pardoning Libby.

If they pardon him without any such argument, the media -- and the history books -- will have a field day. Of course they will anyway. But why not, for once, try to put the truth out.

It wouldn't even occur to them to investigate the facts of this story, let alone report them.

I don't understand any of this. Thought Valerie Plame had been outed years ago and was no longer a covert operative at the time of this supposed outing. She made a statement the other day to someone questioning her that the Bush's administration outing of her ended her career and endangered other operatives in the field. When asked if she was Republican or Democrat, she smiled sweetly and said "why yes I'm a democrat." Has all this wasted time, energy and money been just another exercise by the Democrats to discredit the republicans? Somebody please explain this to me.

So, did Powell choose Valerie to be on this team he created which set up shop at the CIA? And is this one of the articles derived from the Capitol Hill Blue's bogus source "T J Wilkerson?

Michael Isikoff and David Corn, Hubris, 176-177:

The day after Bush's State of the Union speech, Powell entered the office of Larry Wilkerson, his chief of staff, and handed him a draft script for the UN speech that was forty-eight pages long. Scooter Libby had given it to Powell at the White House. . .Powell instructed Wilkerson to start with the Libby draft and gave Wilkerson specific orders: he was to coordinate with the White House and the CIA to guarantee the speech would be as solid as possible. . .He told Wilkerson that he would be working with Will Tobey from the National Security Council, John Hannah from Cheney's office, Tenet, and [CIA Deputy Director John] McLaughlin. . .

The next morning, Wilkerson arrived at CIA headquarters to get to work. The team, including Tenet, McLaughlin, Tobey, Hannah, and Bob Joseph, assembled in Tenet's conference room and started reviewing the Libby draft. The process quickly proved tedious and exasperating. Wilkerson insisted on seeing the source for every assertion in the Libby draft--not just the citation but the actual report or document. Wilkerson forced Hannah to page through his clipboard and pull out the supporting material. . .
