No, you'll have a lot of people going to prison and paying huge fines and the risk of spending more time in prison.
Here's what would happen in your scenario. The Service would pick a few people at random and prosecute the bejesus out of them. They will seek maximum sentences and maximum fines, and the Service will win. The Federal Government does not lose criminal cases in federal court. Just doesn't happen.
Once a few, high profile prosecutions are completed, they'll turn to the others that didn't pay and they'll make them an offer: pay or go to prison like your buddy. Those people will pay.

They will seek maximum sentences and maximum fines, and the Crown will win. The King of England does not lose criminal cases in his own court. Just doesn't happen.
Resistance is NOT futile, as you would have us believe. I believe that our forefathers faced much worse odds than we do, when they revolted against King George and the British Empire.
If you want to shoot down solutions, you ought to suggest better ones, or be viewed as a Loyalist to the Crown.
