Follow up to my earlier post about 14 Belgians arrested for being al Qaeda members. It turns out one of them is Malika El-Aroud, who has been arrested in the past for running an al Qaeda support website. If you speak French and hang around the eHadis, you'd probably recognize her from her frequent appearances at the minbar-sos forum.

“Belgium detains al-Qaeda suspects”
ARTICLE SNIPEPT: “Police in Belgium say they have arrested 14 people suspected of being members of the al-Qaeda network.
Federal Prosecutor Johan Delmulle said police believed one of those held was planning to carry out a suicide attack.
The suspect had been given the go-ahead for the attack and had already said good-bye to his family, he added.
Correspondents say the authorities appear to have been prompted to act immediately as EU leaders were holding an end-of-year meeting in Brussels.”
ARTICLE SNIPPET: “Officials have not released the names of all the people arrested on Thursday, but Belgian media are reporting that they include Malika El Aroud, a Moroccan-born Belgian online writer who was accused by a judge in 2003 of having “utterly extremist ideas”.
Ms El Aroud’s first husband, Abdessatar Dahmane, died in the suicide bombing in Afghanistan in September 2001 that killed the leader of the anti-Taleban Northern Alliance, Ahmed Shah Massoud.”

French-Algerian Agreement On Fighting Internet Jihad
Algerian and France have agreed to cooperate in fighting Al-Qaeda in the Islamic Maghreb online.
A bilateral conference currently underway will focus on the judicial aspects of the issue.
The agreement will also allow French Internet crime experts to assist their Algerian counterparts.

Some of those charged were of Moroccan origin [for more on this please view my last week’s column The Moroccan Terror Connection]. All are Belgian citizens, including two converts to Islam. Among the charged, is cyber jihadist star Malika al-Aroud, whose first husband killed himself when he murdered anti-Taliban fighter Ahmed Massoud on Sept. 9, 2001. Her second husband, Moez Garsalloui, is believed to be the leader of the cell and is reportedly in Afghanistan.
Interestingly regarding this plot, on Nov. 25, Saudi TV Al-Arabiya reported that an Islamist group threatened to carry out bloody attacks in Belgium such as the ones in London and Madrid. The group claimed it wanted to punish Belgium for its contribution to the war in Afghanistan.
Even if Europe has not witnessed a major attack since 2005, it does not mean it is not a major target for al-Qaida. In fact, in the last year major terror cells were dismantled in France, Spain, Italy, Denmark, Belgium, Germany and the United Kingdom. Gilles de Kerchove, the EU’s counterterrorism czar considers al-Qaida the biggest threat to Europe.”

“France detains man linked to jihadist recruitment ring”
ARTICLE SNIPPET: “PARIS — French authorities have detained a suspect accused of participating in a recruitment ring for fighters against the government of Afghanistan.
An official says an anti-terrorism judge has issued preliminary charges against the 29-year-old suspect for alleged “criminal association with a terrorist enterprise” and ordered him locked up.
The man was arrested Thursday in the southeastern city of Grenoble on suspicion of links to an Internet site in Belgium aimed at recruiting jihadists to send to Afghanistan.
According to investigators, at least two people used information on the site to travel to Afghanistan.
The website has been linked to Malika El Aroud, the Belgian widow of a man involved in the killing of anti-Taliban warlord Ahmed Shah Massoud two days before the Sept. 11, 2001, attacks.”

LONDON (AP) — An Egyptian activist accused by U.S. authorities of aiding a Muslim cleric with links to the al-Qaida terrorist network professed his innocence during a court hearing Friday. The United States is seeking to extradite Yassir el-Sirri, who lives in London, on charges of sending money to the Afghanistan-based family of Omar Abdel-Rahman, a Muslim cleric identified as the leader of an al-Qaida-linked terrorist organization known as the Islamic Group. ``I would like to make it known that I am innocent and what the United States government is doing is just fabricating a case against me. I am innocent,'' el-Sirri said through an interpreter.
El-Sirri, who is free on bail, was not asked to enter a formal plea during the hearing at Bow Street Magistrates Court.
Abdel-Rahman is serving a life sentence in the United States for plotting to blow up New York City landmarks in the 1990s. El-Sirri was one of four people charged in New York last month with helping Abdel-Rahman spread terrorist messages.
The U.S. extradition warrant alleges that el-Sirri, 39, sent money to Afghanistan in May 2001, ``knowing or having reasonable cause to suspect that the money would or may be used for the purpose of terrorism within the jurisdiction of the government of the U.S.A.''
Lawyers for el-Sirri said that their client ran a London-based Islamic organization that regularly sent money to the families of Islamic prisoners. They argued the money sent to Afghanistan, which amounted only to a few hundred dollars, was part of his usual humanitarian work and was not terrorist funding.
El-Sirri was arrested in Britain in October [2001] and charged with conspiring to assassinate Afghan northern alliance leader Ahmed Shah Massood. Massood was mortally wounded in Afghanistan by two suicide bombers on Sept. 9. OCTOBER 8, 2002 : (ANTWERP : ARREST OF A MOROCCAN IN THE CASE OF THE ASSASSINATION OF AFGHAN NORTHERN ALLIANCE LEADER MASSOOD) BRUSSELS -- A Belgian court extended Tuesday the detention of a 35-year-old Moroccan accused in connection with the killing last year of the Afghan anti-Taleban commander Ahmad Shah Masood, officials said. The suspect, whose identity has not been officially revealed, was arrested on October 8 in Antwerp and has been charged with complicity in the September 2001 killing of the Afghan opposition leader, a spokesman as said.
The Brussels court extended his detention warrant by a month pending an investigation into an operation to provide false passports, AFP quoted prosecution spokesman Jos Colpin as saying.
Belgian press reports have named the suspect as Ahmed Ellattah, and said he has family ties with Mohamed Sliti, a Belgian national suspected of having helped arrange the trips by Masood's two killers to Afghanistan. According to the daily La Derniere Heure, Ellattah has denied any involvement in the plot, although he has admitted that he knew some of those implicated.
Masood, a charismatic fighter who led the Northern Alliance coalition fighting the Taleban regime, was killed by two suicide bombers posing as journalists. His assassination came just two days before the September 11 attacks in the United States, which sparked U.S. reprisals that led to the ousting of the Taleban late last year.

Adel Tebourski, 42, was put on an Air France flight back to Tunisia on Monday, officials said. Tebourski had served a jail sentence in France after being convicted of helping the killers of Afghan resistance leader Ahmed Shah Masood in 2001. The French authorities described Tebourski as a serious threat to national security.
French campaigners have said he could be tortured in Tunisia, and the UN torture committee last month called on Paris to suspend his deportation, the French news agency AFP reports. A court in Paris handed Tebourski a six-year jail term in 2005 for offering logistical support to the killers of Masood.
During the trial, Tebourski admitted he was a member of an Islamist cell linked to one of the Tunisian killers. Three other men were sentenced to between two and seven years by the Paris court.
Masood, a leading general in Afghanistan's anti-Taleban Northern Alliance, was blown up in 2001 by two Tunisian men posing as journalists.

U.S. Embassy Paris released the following Warden Message on December 17:
The American Embassy in Paris reminds all Americans in France of the need to maintain a high level of vigilance and to take appropriate steps to increase their security awareness. Following recent events including the Mumbai attacks, the arrests of suspected al-Qaida terrorists in Belgium and France, the Taliban threat to attack French interests, and the recently discovered bombs at a Paris department store, the Embassy reiterates the Department of State Worldwide Caution and concerns about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics including suicide operations, assassinations, kidnappings, hijackings and bombings.

Currently, there is no new, specific, credible information available that would suggest that American citizens or interests are at any elevated risk. Nonetheless, we continue to urge all travelers to practice good personal security:

· Regardless of where you are or what you are doing, have a plan to either escape or
shelter in place, as appropriate. Two plans for each circumstance is better.
