How many garbage collection companies are there in the city?

My city has one collection company, and a similar law requiring everyone to pay into the monopoly the city supports. There’s only one motivation I can think of that would prompt a city to establish a monopoly for one specific business, then establish a law requiring all citizens to give money to that business.

And it isn’t a love of garbage collecting.

Here's one for you:

The village I live in recently awarded a long-term contract to a single company to pick up garbage for the entire village (26,000 residents.) "Regular" garbage service is $18/month.

If you recycle, then you get the "Recycle" service, which costs another $6 more.

What?! You may ask. "They make you pay to recycle?"

Yep, they sure do. And here's the kicker: The Village gets half the profits from recycling back from the Garbage service each month. So if the garbage service makes $100 on recycling paper, the village gets $50.

Now wait, if I'm recycling *I* want those profits back, not the village! So I said "screw 'em" and I don't recycle. If they want the money, let the sorry SOB's sort through my garbage. I'm not doing their work for them.
