I'm a little fuzzy on most of the details but when my sister applied for help to get a job for my mentally challenged niece, she was sent to one agency after another who would make her jump through all kinds of time-consuming hoops and paperwork then finally tell her that, oh, you need to be going to another agency. Upon which, she would spend another few months of wading through the hoops and paperwork.
I asked her why on earth does the government have umpteen agencies tasked with this?

These programs are "tooled" for certain demographics. I know people that have tried to get aid for truly mentally disabled family members and it just never happened - not even SSI.
But I also know of situations where parents (single mothers) get their kids classified with some sort of mental illness to get that free money.
A learning disabled child nets a fat check from the gub'mint but also sentences the child to classrooms that are mind-prisons.

That's easy! Its a scam! They are trying to rip off taxpayers. The more they delay, the more we pay for it! Sadly, people like the niece are the biggest victims. These programs do not work.
GOVERNMENT IS NOT THE SOLUTION TO OUR PROBLEMS, GOVERNMENT IS THE PROBLEM!
