Rest assured that the Mexican Army is armed with M-16s straight from Colt USA. Care to bet how many of those show up in the hands of the drug gangs? ATF should know if any of the traced guns were sold via legitimate commerce to the Mexican government but they aren't saying one way or the other.

Whether it's drug cartels, the Army, or the local Politsia, Mexico gets the vast majority of its guns from Latin America.
