The whole bill is rife with ambiguous language but, specifically says they will set up a boards to define terms and the language directly or obliquely sets those boards in a certain direction.
If we give a $5000 check to every one of the 30 million uninsured in order to buy them health insurance then it will be an 84% savings over the $900 billion that zer0 is asking for.
