The above thread would show that many of us had read the new directive and understood the licensing requirements to pertain to both commercial and personal cases; Marines as well as merchants. I do recall mention of “DOD employees” being excluded, but no mention of anyone else specifically.
Myself, having read the new directive through on several occasions, my distinct impression was that Marines, former Marines, Retirees, etc. were not excluded from the licensing requirements. The directive may have been amended since I last read it, however I see no annotation on it that it has been updated or revised.
Now, I see that one of the FAQs (shown below) would apparently provide for exclusion of Marines, active, discharged, retired, etc. and their personal websites, for example; so long as the individual Marine was not engaged in commercial pursuits.
Hopefully, this is the case.

Can I create and sell products directly to Marine Corps members using the Marine Corps name and Eagle Globe and Anchor without a license agreement?
The commercial sale of Marine Corps products requires licensing. However; if you are a business owner, let’s say you a are custom t-shirt manufacturer and a servicemember approaches you about making 25 custom t-shirts for their unit. In this case you may create and sell to them the custom product they are requesting. However; if you are not licensed you may not advertise that you can create Marine Corps branded products. Only official USMC Licensees may advertise their Marine Corps branded products. Permission to create Marine Corps products is not given to the private business owner rather, Department of Defense employees, USMC veterans, retirees, active duty members and their immediate families have an implied license to use the Eagle, Globe and Anchor on personal products such as printed materials, literature, briefings, coins and web sites. These items must be intended for internal use and not for sale, advertising or potential endorsements. If you are at all confused regarding this matter please contact the Trademark Licensing Office.

Sounds Like Just Another Government Tax To Me .
Looks like everybody wants to get into the act the taxing you racket, that is!
Now, merchants selling Armed Forces branded merchandise must obtain a license to do so and pay royalties to the military.
Sounds like just another tax to me.
We have already seen now that merchants will just hike up their prices to their customers/consumers to recover the additional cost of doing business.
Where will it end? Or will it end?
Reminds me of the tax collector in the old Popeye comic strip who roved around town imposing an impromptu tax on whomever, whatever people were doing at the time.

No need to chat. I am one single person - that does not wish to be singled out by the Marine Corps Trademark Licensing Program. The site is for informative purposes only.
I have a name - but I would rather keep it private in an effort to save my business from being wiped out.
Please understand - I do not wish to get into a conversation about this - I am only trying to educate.
If you enjoy paying additional taxes and higher prices for products that are targeted to ONLY Marines and their families - then do nothing.
If you would rather have FREE rights to use emblems and logos that originated hundreds of years ago - then use the site I posted to find who to contact to COMPLAIN.
I, too, would not want my name known should I lord it over, attempt to talk down to, or to “educate” others.
Especially as a merchant.
Your choice—best to you.

When I first read the post from the above I was concerned that anyone would dive into this bs w/o providing his name, etc.
Having reviewed his responses, both here and elsewhere, as to his reasons for not wishing to disclose his name, I now understand why he chooses to remain nameless. Considering the circumstances, I now accept his position, and I wish him well.

Lately I see some merchants beating their online drums for their junk to Marines displaying proudly on their sites the message that they are (proudly) licensed by the appropriate gubmint agency to pimp their products—their “badge so displayed at the head of their sites!
No mention of the products prices increased to pay bigbros cut of the take...

Now that much time has passed since this flap began (months, a coupla years, maybe) I still see it as just another gd tax!!!!!
The merchants, however, have taken it cheerfully in their stride from the beginning, passing the tax on to their customers (for lack of a more proper name).
As Kruschev said long ago, all merchants are thieves words to that effect .
