They probably meant the smoke trail from it lingered for about 15 minutes.

The report states that it entered the atmosphere at a *shallow* angle. This would have slowed it down significantly. The 15 minute time frame, I doubt, was from any one location. It probably was the duration of all of the observations combined. Some reports may have included the lingering smoke trail as well.

Keep in mind that this was NOT a standard meteor (sand-sized particle that zips across the sky) but rather a small asteroid passing through the atmosphere at a shallow angle.
