Dr. Fukino has resigned or been fired. I received an autoreply telling me SEVEN minutes after I sent her a UIPA request this evening. An autoreply doesn't take seven minutes and I believe she quit on the spot. An email I sent her earlier went through with no problem.
The UIPA request that, in my opinon, prompted her to leave was/is the proof that Obama certified his own COLB with a phony seal that is SO different from the official HDOH seal, it is probably not criminal that he had the seal produced and spread it around online.

An autoreply could indeed take 7 minutes. Many mail service systems have time delays in the store and forward services. I used to send email to my secretary and note that it sometimes was delayed 10 minutes to get to her desk outside my office.
Without passing judgment on any of the other points, it needs to be explained:
Autoreplies can take seven minutes to arrive. Email typically goes through a series of servers, and can be queued up for some amount of time at each.
The Dept. of Health may have a gateway that scans incoming email for viruses or other malware, and I've seen that back up corporate mail systems for hours under heavy load.
One thing that would help: look at the headers in the message. It will at least give you an indication of how long it took for the reply to make its way back to you. Unfortunately, it probably won't contain the headers for your original message after it arrived at the DoH's server.

I don’t know what an electronic copy of the HDOH’s embossed seal is but it looks like a rubber stamp impression to me. I have Hawaii COLBs for family members and the seal doesn’t look anything like that.
There are no lines at all because the entire image is comprised of tiny indented horizontal bars or dashes. Like in this photo.

Without more information, the resignation could be for any reason IMHO.
She posted the rules that described the embossed seal. Those COLBs that have been posted don’t match what the offiicial rules say the seal is supposed to look like.
I have certified family COLBs from Hawaii that I acquired in 2008. They all contain the DEPARTMENT OF HEALTH - STATE OF HAWAII EMBOSSED seal. There is an old Chinese saying, a picture is worth a thousand words.
a) The official seal of the department of health shall be circular in shape, two and one-fourth inches in diameter. At the curve on the top portion there shall be the words "DEPARTMENT OF HEALTH" and at the curve on the bottom portion there shall be the words "STATE OF HAWAII." At the curve on each side portion shall be a star. In the center of the seal shall be the Caduceus, a winged rod entwined with two serpents, which has long been recognized as a universal symbol of medicine. The Caduceus shall be encircled by an indentation, which shall separate it from the words "DEPARTMENT OF HEALTH" and "STATE OF HAWAII." My Hawaii DOH COLBs are similar to the second image posted above at comment #6 by UCANSEE2. This shows the backside of the document and the imprint is placed above the date. You can read DEPARTMENT OF HEALTH across the top and STATE OF HAWAII across the bottom.

Keep in mind that this is the front of the document but the seal was imprinted to the backside. The image of the seal is therefore reversed.
As is noticeable in these documents, the image and the letters on mine are comprised of tiny indented horizontal bars or dashes and are not lines as it appears on the “black and white drawing”. Truthfully, the actual shape and positioning of the “indented horizontal bars” on my documents most closely resemble those pictured in the OBAMA COLB (the third image at post #6). The letters are wide, not narrow. The words “DEPARTMENT OF HEALTH” fill more than half of the circle. There are no definite images of stars, only what appears to be a single horizontal bar, possibly representing each star. Referring to the numbers on a clock, the single bars are located at 8:00 and 4:00. “STATE OF HAWAII” appears across the lower quadrant. You can feel the bumpy indentations on the front of the document but not on the back. If MissTickly actually had a certified COLB she would know this.
The black and white drawing clearly shows distinct letter formations. Most apparent is the shorter space of the words “DEPARTMENT OF HEALTH” and the star images are at 9:00 and 3:00. The positioning and size of the letters and stars just don’t coincide with the other images.

I am in no way attempting to verify the example COLBs or defend the Obana COLB. I am merely using them to describe my own documents. I have always suspected that the Obama COLBs are forgeries but this “black and white drawing” in no way proves that Obama’s seal is a fake. I believe that MissTickly and I both share the heartfelt desire to prove that Obama is a fraud. I just strongly feel that it is an irrational assumption to vehemently claim that all Hawaii COLBs posted on the internet are fakes based on that drawing. It is self righteous to disparage those people who posted them by insinuating they are ALL liars and deceivers.
In my opinion, the most glaring evidence that something is fishy with the Obama COLBs can be seen without the benefit of forensic evidence. It has to do with the horizontal folds in the paper, are lack thereof. My documents have creases from folding the document and receipt in a precise manner before being placed in the mailing envelope.

Obviously, these photos are not of the same document. One or both COLBs are fakes. Why would Obama provide a fake COLB if he had a real one? The Hawaii DOH has never stated that the fightthesmears or factcheck COLBs were issued by their department. Is it because they didn’t issue them? Probably. But now that Obama’s crony is the governor and he appoints his people to be in charge at the DOH, who knows what kind of shenanigans will take place.
I think we have to go by the best available evidence, which isn’t much. The administrative rules ... posted at the DOH site ... are very compelling. A bunch of anonymous COLBs are not. I know there’s one anomaly that only appeared on the Obama COLB, which I mentioned at one of the sites where Polarik used to post, and then magically new COLBs appeared shortly thereafter with the same anomaly I pointed out. The common denominator for these newer COLBs was Polarik. It was a little too convenient. I can’t conclusively say these newer COLBs aren’t genuine, but there’s no way of proving they ARE genuine.
As for Polarik, I always felt like he was too entrenched in trying to be the one and only guy to prove Obama’s COLB was forged. Either that, or he was trying to create a cover for being on the opposite side of what he claimed. Either way, he’s made himself an unreliable source.
I agree the factlack dot org COLB does not match the original scans from Tommy Vietor. The folds aren’t the clincher, but the paper itself and a mismatching date stamp. Moreover, the EXIF data, which was scrubbed, points to guilty consciences at factlack, not to mentions problems with their story and integrity.
