Rahm Emanuel claimed part-year residency in ‘09 By Richard Daley - NBC Chicago 3:13 PM 12/13/2010

When Rahm Emanuel originally filed his 2009 Illinois tax return, he indicated he was only a “part-year resident’’ of the state that year, since he had moved to Washington D.C. to serve as President Obama’s chief of staff.

But after he decided to return to Chicago to run for mayor this fall — and after several people challenged whether he was eligible to run based on the fact that he hadn’t lived in the city for a full-year prior to the Feb. 2 election — he filed an amended return , according to the Chicago Sun-Times.

“The original return’s statements regarding part-year residency were not accurate,” Emanuel and his wife wrote in a return filed Nov. 24. “The amended returns make clear that we were full-year residents of Illinois in 2009. … We are also full-year residents of Illinois in 2010.”

I soncerely hope that the Illinois & Chicago election officials don’t let him get by with this kind of scheme.

Many people work daily remote from their home. It doesn’t even have to be an assignemnt so short as to be called temporary. The issue to me is did he have a residence, vote and pay taxes in that jurisdiction and otherwise particpate in civic and local matters as a resident would.

But did he pay his Illinois property taxes?

The Illinois Review News reported then-Congressman Rahm Emanuel and his wife did not pay real estate taxes b/c according to the Cook County Assessor’s website multi-millionaire Rahm Emanuel's Chicago home didnt’t exist. There seemed to be no public record of Emanuel ever paying property taxes on this home.

The Cook County Assessor’s and Cook County Treasurer’s online records indicated Emanuel’s neighbors pay between $3,500-$7,000 annually. The Illinois Review News organ's investigative reporters was unable to locate any evidence that Emanuel--- a multi-millionaire---was paying taxes.

From prior reports he rented his place while in D.C. Hard to claim full time residency when it is a rental property and the renter is still there.

You can claim to be a property owner, but not a resident.

I can’t source it because it was a long time ago, but I remember reading Rahm Emmanuel had his house listed under the name of a “charity” (rather than a personal residence), kept some pamphlets pertaining to this charity on his entry hall table, and thus avoided property taxes on his home. Maybe it will be proven by property tax records that he didn’t even have a personal residence at all! Anyone else remember that?

I don’t doubt that he got too smart by half to claim proper residency. It would do my heart good to see him be frustrated in his run.

But I do have sympathy for any and all that have to live and work in various locations to pursue a career or a livelyhood in general.

I once had to fly to get a ten year old vehicle I had left in one assigned locations airport with 300 dollars of parking costs accumulating and then drive 400 miles in an overnight storm to be in one of my office locations the next morning. Travel sucks.
