I have just learned from a trusted source - Capitol Hill insider Elizabeth Letchworth - who got it from a DC budget expert that Obama is trying to figure out a way to tap into the Medicare trust fund which has money flowing thru it via everyone's paycheck deductions.
Also the trust fund is an entitlement and thus is treated differently by Congress as far as changing or cutting.
If he can do this thru Exec order he will fully fund the depts and agencies that will be needed to operate Obama care.
This is to protect Obama care from successful defunding Congressional efforts expected to come out of the 112th Congress.
This is why full repeal needs to pass.
The gem with getting tied into the medicare trust fund is the money stream is endless and doesn't have to be appropriated by congress year after year like the agencies do.
However Obama care says Health Care will be run by HHS so they need to find a way to tap this life-line or they run the risk of having it dismantled by any given congress.
I am told the POTUS' legal counsel team is working feverishly to find a way to do this.
Obama's legal team is huge -- they'll find a way. THAT's why this bill needs to be repealed.

You must be dreaming the GOP is not going to repeal Obamacare, when they are installing one of the major creator’s of Obamacare as head of the RNC. As John Cornyn said, they just want to make a 1% change.
I believe medicare and social security have been dumped into the general fund since the mid 1960s when Bretton-Woods nearly collapsed because of our fiscal issues and LBJ/congress fixed it by playing games with (stealing, actually) the “trust” funds to bolster the government’s balance sheet and maintain the psudo gold-standard.

SCOTUS 1960 “Flemming vs. Nestor” ruled that SS is a general fund tax and the contributor has no right’s to it. This was before Medicare signed into law by LBJ.

Johnson got Congress to put SS money into general fund so he could continue funding Vietnam war with this money without approval of congress. This was in 1969

It is something the government forces you to invest in and then makes damn sure you have little access to it.
Most people don’t know this but by the time they reach the age of 40 years old, they have $50-$80K sitting in an account for dispersal if you can prove you are truly injured and need the money to make ends meet while you heal.
Here is the dastardly secret that no one every thinks about:
When you die that money is absorbed back into government coffers and you have no right of beneficiary disbursement.
For Obama “the end justifies the means.”
No ethics whatsoever.
If it seems to damage his IMAGE, he may reconsider....but he has no qualms about taking unethical actions.

Since spending must originate with the House of Representatives, this for me would be the signal to begin impeachment proceedings.
