FBI wants public help solving encrypted notes from murder mystery

The FBI is seeking the public's help in breaking the encrypted code found in two notes discovered on the body of a murdered man in 1999.

I thought we already had several very expensive gov’t agencies that could break any code on earth before breakfast. What, the feebees aren’t paying their bills for inter-agency work?

If this was in the pocket of the murdered person - it could

Didn’t a couple of amateurs, Don & Bettye Harden, break the Zodiac code. Like the guy from the FBI said, it is probably a unique code and they were hoping someone with “fresh eyes”, in other words, a nut, could decrypt it. It was the victim’s private code and probably won’t be useful for finding his murderer in any case.

Looks like a book cypher to me. We used them when we were kids. The hardy Boys book were the source.
