The Greek mythological Hydra was a serpent-like beast having many heads, and for each head cut off, it grew two more.
The Waxman-Markey bill, commonly known as “cap-and-trade,” was our country’s own “green monster.” Even President Obama, the bill’s main proponent, admitted that if it were implemented, “electricity rates would necessarily skyrocket.”

Like so many agenda driven issues on the left, this one will never go away. I pray we don't get lulled back to sleep on this one. We narrowly escaped it the first few times, as the author points out.
