The Army Corps of Engineers, as an institution, is not very receptive to criticism, from inside or outside. It dominates the market for engineering certain kinds of projects, mainly to do with water. So the engineering profession is filled with people whose attitude is, "Better not rock the boat." And inside [the corps], it's arguably worse.

It exists in a bubble of impunity. Because, as we lay out in the film, Congress likes the corps the way it is, and it doesn't really give it effective oversight. And it doesn't get punished when it screws up. I don't care what kind of organization you're running -- if you don't disincentivize failure, you're going to get more failure".

Bottom line.The Army Corps of Engineers is corrupt,(has not been held accountable for Katrina) and is in bed with Congress and pork spending.The Army Corps of Engineers will never be held accountable because of government (Congress/Washington DC protection)Talk about crony capitalism that needs to end...

Anybody watch this on PPV recently (it is available right now) or see it when the movie came out?

One of highly underreported aspects of the levee system is that even if the Corps of Engineers comes up with a bulletproof solution for flood control, a locality is usually required to cough up 1/2 of the cost.

The governments in and around New Orleans had not been coming up with their portion of the funding for a prolonged period of time.

I recommend it. Just the part about the MR GO canal is a perfect example of the Corps incompetence.
