In that case you may have to look a little more south to Argentina.
My guess is the colonizers there didn’t mix with the locals(they killed most of them) and then they had a large influx of blond hair blue eyed people during the 1930’s and 1940’s from Germany.
I had a language teacher from Venezuela and she said that it is like a factory down there just to win these beauty contests. If girls have any potential they are taken to facilities that screen them for these contests.

I met several blonde Brazilians from Santa Catarina who were nice guys, loved to drink. We say one night chatting at the old Brazilian Tropicana in Pompano before it closed and they told me their parents were escaped nazis. It was... disturbing. Here I was liking them, I could easily understand their Portuguese and..."So like, your father is Satan?"
Never saw them again after that night.
I had one Brasilian friend from Jardim Botanical (not the actual garden) in Rio De Janeiro who's father was Jewish and escaped from nazi tyranny. She was blonde haired and green eyed. Her father fled to Rio and had something like 5 daughters. He was apparently a very, very happy man!
