That's correct, as of January 1 there will only be two on the board which won't be a quorum but Obama is hot to trot to put two more Dems on the board.
The House has stated they'll prevent recesses by having pro forma sessions thus blocking the Senate from recessing. Let's hope the Republicans continue this strategy.

My point was; if the single Republican had simply resigned or not showed up for votes, would the NLRB have been able to issue any order ?
