The Occupy L.A. movement is famously (or notoriously) leaderless, decentralized and, well, not rich. The movement is not. But the individuals that make up the movement? A lot of them are quite well off - trust fund babies and the like.
Still, fat chance that the city will find anyone to sue.

So if the city had followed their own laws and would have required that permits were obtained before gatherings could occur, the city could have someone to sue for their actions. Instead, the city leaders wanted to be liked and the people get the screws.
