H.R. 347: Goodbye, First Amendment: ‘Trespass Bill’ will make protest illegal

Just when you thought the government couldn’t ruin the First Amendment any further: The House of Representatives approved a bill on Monday that outlaws protests in instances where some government officials are nearby, whether or not you even know it.

The US House of Representatives voted 388-to-3 in favor of H.R. 347 late Monday, a bill which is being dubbed the Federal Restricted Buildings and Grounds Improvement Act of 2011. In the bill, Congress officially makes it illegal to trespass on the grounds of the White House, which, on the surface, seems not just harmless and necessary, but somewhat shocking that such a rule isn’t already on the books. The wording in the bill, however, extends to allow the government to go after much more than tourists that transverse the wrought iron White House fence.

Under the act, the government is also given the power to bring charges against Americans engaged in political protest anywhere in the country.

The point of the First Amendment -- You should be able to go to City Hall and shout, "REVOLUTION!!"

The point of the Second Amendment -- You should be able to go to City Hall and do more than just shout about it.

WTF! Where the heck is John Boehner’s Brain and the rest of the Republicans some of whom are there as Tea Party Newbies? If in fact the Jerk has one! It really is true that the only thing Boehner’s is good at is crying his eyes out at the most damaging and disgusting moments!
Bigeyes Piglousy has 20 lbs more Balls than Boehner’s could ever pray to be granted in hindsight! Dinghy Harry Reid has to be howling with Laughter watching these Cry Babies self destruct! Pathetic!

To support this mission, FEMA is soliciting for services for National Responder Support Camps (RSC) in which to stage responders and other authorized personnel and assets deployed for occurrences or events requiring a federal government response. The National Responder Support Camps contract will be used by FEMA, or by other federal agencies through FEMA, consistent with the specific authorities of the agency utilizing the contract’s services. During disaster situations or other events, federal, state and local responders may need a place that provides shelter, food, and additional basic needs. The National Responder Support Camps contract will be used by those responding to Federal disaster or emergency needs, or any other situation where FEMA or an agency working through FEMA needs a RSC. FEMA shall be able to call upon vendor(s) to provide RSC services throughout the Continental United States (CONUS), also referred to as the lower 48 contiguous states excluding Alaska and Hawaii.

How often does the House or Senate vote so lopsidedly for *anything* other than completely meaningless and harmless proclamations? What are the Tea Party representatives thinking? Are voting results like this one, NDAA, drones, etc., a signal that Congress has been completely co-opted, cowed, threatened, blackmailed, and/or owned? Just like the Executive and Judicial branches and the mainstream media?

I read the bill. The areas include White House and Naval Observatory, no prob, those are basically homes.

Problems arrive with teh other designated areas, which are pretty much anywhere they cordon off and designate an event of “natioal importance” or temporary visit of a “proteced person” under Secret Service protection.

You do have to “knowingly” violate the cordoned area to get nabbed.

So they can designate large “No protest” areas anywhere POTUS goes, sort of like the “Free Speech Zones” Clinton set up to corral protesters and keep them away from broadcast cameras.

I read the whole bill, and I don’t see how it does any of the things that are being protested here.

It looks like it makes it illegal to physically impede people on the grounds of secure government facilities.

I see no reference to protesting, or indication that protests would in any way be effected, unless by “protest” we are envisioning a Wisconsin-style takeover of a government building.

Charles, I see this sort of reporting all the time. Sometimes it starts a huge conflagration here, with most posters not reading the bill and ballisticating over nothing.

There are a few problems here, in that the government can defuse legal protests by moving them far away or into areas with poor logistics.

I think the intent is to prevent OWS and that ilk from disrupting events planned by POTUS and VPOTUS (FLOTUS too, and most presidential candidates).

``(a) Whoever--

official functions, obstructs or impedes ingress or

egress to or from any restricted building or grounds;

violence against any person or property in any re-

stricted building or grounds;

or attempts or conspires to do so, shall be punished as pro-

vided in subsection (b).

``(b) The punishment for a violation of subsection (a)

is--

``(1) a fine under this title or imprisonment for

not more than 10 years, or both, if--

weapon or firearm; or

Service is or will be temporarily visiting; or

cret Service' means any person whom the United

States Secret Service is authorized to protect under

section 3056 of this title or by Presidential memo-

That's because you think it is written in English. It is not. It is Legalese, made to sound like English. In reality, it is written in such fashion that can be bent anyway they like, like written on a rubber mat.

This happened in Toronto during G20 summit. People were illegaly arrested based on WWII law that prohibited access to power stations and other military installations. Even under such law, protected perimeter was INNER fence around the Toronto Convention Center. Yet, people were being arrested several miles away from the fence. It turned out one year later that the law was "misrepresented".

People who were traumatized by the thugs (citizens in summer clothes were kept in cages in a warehouse chilled to 36F and denied toilet facility, subjected to violence and rape threat by their captors).

Take for example, that protest takes place anywhere in the open.

Think twice before going to the political rally and shouting displeasure - if non-elected politician has SS detail you can be detained under HR347.

It can be even worse than that. Any legal protest can be dispersed and participants arrested if Police brings someone who is under SS protection.

American democracy is going the way of American manufacturing. It's being outsourced. It was nice while it lasted.

The only thing that will flourish is private security and surveillance of Americans. It is already $100B business.
