The Texas Public Policy Foundation recently updated a key chart from their 2010 paper, Texas vs. California: Economic Growth Prospects for the 21st Century.
TPPF Vice President of Research Bill Peacock on the chart’s importance:
The chart shows that Texas has much lower government spending as a percentage of the private economy than the U.S. or our largest competitor, California.
In other words, Texas generally imposes a lower spending burden on it citizens, which translates into lower taxes. But a low spending burden isn’t a constant in Texas. The chart also shows that Texas spending burden has increased at certain times. This is certainly the case in 2009, for which our new data shows a sharp uptick in Texas’ spending burden.
Peacock adds:
A state that keeps its taxes low and overregulation at bay is one that fosters economic development. On the other hand, a state that plows its cash into government spending is one whose businesses and citizens will soon be leaving for greener pastures. The state spending burden is perhaps the best measurement to gauge which one of these paths a state is traveling.

Isn’t Texas running a deficit? IIRC they are one of the top debtor state’s despite being celebrated token of conservativism.
Any debt incurred must be funded by bonds and approved by the voters in Texas. The bonds must be self-satisfying (meaning, they must include their own funding mechanism). Debt must not exceed 5% of State GDP.
New road? Must be a toll road. Loans to veterans? Must be paid back. Funds to build a new hospital? Paid back by patients who use it. Lots of bonds are paid off early, too.
VERY different from how a lot of states operate.

Texas has debt/gdp ratio of about 20% same as California.
In 2011, Texas had a GDP of $1.4 Trillion. It's State-held debt was approximately $40 Billion based on the last Comptroller's report. That's 2.7%.
All of the "Sky is Falling" and "Perry's spending us into oblivion" articles are written by clowns who aren't interested in FACTS. They go to some figure-gathering database website like usgovernmentspending.com, look at the totality of Texas' debt (which includes both State and Local Government debt) and make half-assed assumptions based on that. Most of these clowns are Yankees or Yankee transplants. Don't fall for their crap.
I serve on a Committee that helped adjust for the budget shortfall this year in my local ISD by eliminating whole departments of people. We don't raise taxes down here, we CUT spending, because Texas MUST have a balanced budget. Unlike the fool in the White House, we honor our State Constitution.
Glad to hear Texas is walking the walk. Hopefully other states will begin to model after a working government instead of insisting on perpetuating the fail.
If you look at the articles, they usually pull their "debt" figure from a data collection site, which lumps state and local debt together into one huge number. They don't even bother to separate State-held debt from the bonds held by local municipalities. Houston, Dallas, Austin, Arlington, Denton, and other large cities farm out massive bonds on the local level to build hospitals, schools, fire houses, etc. We've added 5 million people in the last decade; lots of infrastructure requirements. City of Arlington spent millions in bonds to help build JerryWorld.
Those bonds are on the backs of the local residents, not the State.
They also never talk about the fact that Texas does not have a State income tax, so residents get to keep more of their own money. Your dollars go a lot further here. Finally, they never talk about how affordable housing is here, or how the property taxes are next to nothing compared to liberal Meccas like NY.
Lazy, lazy reporters or flat-out partisan hacks looking to smear Texas in general, and Governor Perry in particular.
