Easy, earmark the funds. The only reason that the president gets the money to spend on these things is because Congress failed to do their Constitutional duty and allocate it themselves. But, people hate earmarks, and somehow think that without them less money is spent, and so all the cash goes to Mr. Obama and this is what he does with it.
