California voter:

We argued that some political leaders use such taxes to increase the likelihood of re-election by encouraging emigration of voters opposing them, or stopping social mobility of their supporters. Moreover, these taxes can be attractive to a political leader even if the consequence is the impoverishment of both the overall community and their own supporters. We called such policies the Curley effect, and claimed that they describe the tactics of numerous politicians, including American mayors James Curley and Coleman Young, Zimbabwes President Robert Mugabe, as well as of the Labour Party in Britain prior to the Thatcher era.
