Uhhh Reagan did, while dealing with the evil empire too. Also, if Clinton feels that way maybe he should start a movement to amend the Constitution. One of the provisions of the Confederate Constitution that historians have praised was its limitation of an POTCSA to one term, but of six years. That should satisfy a man named for Jefferson Davis.
