If he declares war by executive order and martial law before Nov 6 elections... They would be illegal unconstitutional orders and the military is bound by oath to ignore them.

If half does, that will be more that cared in RWI. Only a third cared enough to do something then. That's perfevtly logical, since SIF kicked in and then ZYP was ignored unless AIH went LWM.
