First the Sheriff should dig a humongous trench about 20' deep. Then he should announce that due to the high number of suicides among illegals, and the lack of any way to find out who next of kin are, the trench will be used for sanitary/\safety reasons...
Ice might not start doing it's job but you can be sure that it gets a LOT of attention about how the government is unwilling to do its job.
