With more than half the population on Government-dependency, there's no need for Martial Law (until Entitlements cannot be paid for/supplied).
The LATTER is why guns and ammo are in such demand today, by those who know that the inner-city tribal parasites will be heading out to TAKE what they've been TOLD they have a "Right" to.
