I believe that proposal is conditional upon a bunch of other states following suit, and I don't think many if any as yet have done so.
9 states too many. It failed in Michigan but when I read the proposal and it allowed an opt out 6 months before an election. I'm guessing the opt out would come into play when a strong republican was running.
The 17th amendment elects senators by popular vote and its been a disaster for us here in Michigan where Detroit, Ann Abor, and Flint elect ou senators.

Article 1, Section 10: No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.
But they are shameless and that won't even slow them down if they really want to do something.

Michigan could depopulate Detroit by simply electing hard-core Republicans who refuse to enable welfare programs. That would make most of the population have to leave. The state could, I believe, opt out of things like Medicaid. It would hurt the poor, but it might save the state.

Law is not in effect
The law will take effect, only when the democrat legislature agrees that, it will applicable only when the person with the majority of the votes, is a democrat.

I have seen maybe TWO Obama bumper stickers, here in my part of upper-income central coastal California. This is a VERY liberal area... In my part of CA(Northeastern, the only real Northern CA, as opposed to the coastal north)there are no Obama signs at all. In my town there is wall to wall Romney Ryan signs.
