Apparently Bloomberg thinks he running a kindergarten class not a city:
“If these people drove electric-powered cars like President Obama has been trying to get them to do, they wouldn't’t be having this problem,"...
...they'd be unable to to charge their cars as only Union companies are allowed to help restore the power. The lucky one would be able to burn their Volts to keep warm at least.

Did you hear Obama’s comments on this entire thing?
“We tried in my first four years to have gas at $9 to $10 per gallon so as to encourage the use of mass transit, electric vehicles and other means of transportation. However, seeing the success of the rationing efforts in New York and New Jersey, we will now look into implementing rationing nation-wide.
As bad as the storm was, it can bring about a beneficial change in how we use our dwindling resources and reduce global warming, which was the cause of the storm in the first place.” /s
