It doesn't matter what the factor was--look at the big pic. Some states were in the bag for Romney, just as some states were in the bag for 0bama. Why would either candidate spend $$ where there was no legitimate need? That's not hinky, that's sound business decision-making.
If you want to know how R/R's money was spent, look at the swing states.
In the last week before the election I kept expecting to start seeing a lot of Romney ads on nationally broadcast programs but it never happened.
Obozo, on the other hand, you could not escape his ads no matter where you turned.
Even people in VA said they never saw ads etc.
Some states were in the bag for Romney, just as some states were in the bag for 0bama.

And some states more ‘in the bag’ because of the Mormon factor (like Utah).
Romney won my state with 60% (in the bag) and there were STILL TONS of Romney ads and campaigning going on.
And Romney spent less time in some of the swing states than he should have.
