The breathlessness is overwhelming.
The “big” order for ammo, from DHS, is a 5-year contract i.e. delivery over 5 years, so it’s not nearly as much as it seems. Further, a huge chunk of that will get eaten up by re-qualification and training. I did the math out at one point, and it came down to leaving barely enough for a couple of duty magazines for each armed DHS agent, assuming *none* of the ammo was set aside for training academies, and instead was all allotted to the active-duty agents. Very likely, once you divide the order amounts out by the number of agents each department employs, and account for delivery over the life of the order and qualification requirements, the number of rounds actively carried drops into low double digits.
The rest of the article has some good points though. The gov today looks and acts less and less like it works for the people.
You missed the point of acquiring and “training” with hollow-point rounds, which are illegal for use in combat by the Geneva Convention. Seems that “We The People” are excluded for consideration...along with indefinite detention and signing orders to kill America s with a stroke of Obama’s pen.
It's my understanding that FMJ ammo is for training. It's much cheaper to shoot.
My read on this is that the JHP ammo is for duty rounds.

No it won’t. All of this ammo is +p critical defense frangible rounds. You don’t use this type of ammo for practice. Its expensive, hard on the weapon and will wear down the backstops at the range. This is not ammo you use to re-qualify. Anybody who does practice with this stuff is going to develop a Hell of a flinch.
This ammo is prohibited internationally for war but its OK for them to use it on us. Ain’t Amerika great!
