Massachusetts State Representative David Linsky has filed a new bill that would force gun owners to undergo mental health background checks, pay an additional 25% tax on all forms of ammunition, and require firearms categorized as assault weapons to be stored outside of their homes at government approved sites.

This bill is a comprehensive effort to reduce all types of gun violence murders, intentional shootings, accidental shootings and suicides. There is not one solution to reducing gun violence we cant eliminate it but there are a lot of common-sense steps that we can take to significantly reduce the everyday tragedy of gun violence and deaths, said Linsky…
…I have spoken with hundreds of people over the past few weeks in developing this legislation victims, police officers, criminologists, physicians, and yes gun owners and sportsmen, stated Linsky. There are a lot of good ideas out there. We should all have one goal reducing gun violence and trying to keep more tragedies from happening.
Provisions in the bill include:
- Having one standard of the issuance of all gun licenses, giving local police chiefs the ability to evaluate all aspects of an application for a gun license.
- Requires proof of liability insurance for possession of a firearm, rifle or shotgun.
- Requires that all large capacity weapons and grandfathered assault weapons must be stored at gun clubs or target ranges.
- Requires live shooting as part of the curriculum for a basic firearms safety course; this is not a current requirement.
- Requires all applicants for gun licenses and FID cards to sign a waiver of mental health records for review to be destroyed after decision.
- Imposes 25% sales tax on ammunition, firearms, shotguns, and rifles; dedicates funds towards firearms licensing, police training, mental health services, and victims services.
- Brings Massachusetts into compliance with the National Instant Criminal Background Check System (NICS).
- Limits gun buyers to one firearm purchase per month.
That way if someone breaks in your house, all you have to do is run down to the local gun storage facility to get your guns.
It makes perfect sense.

That’s funny... since gunpowder used to be so volitile and dangerous, citizens would store theirs together in centralized depots. Noteworthy depots, like in Lexington and Concord. Then, some despot thought he’d seize them...

I love the whole mental health angle.
The attitude on the left is that you have to be mentally ill to own a gun so I am not sure I agree with the whole mental illness test thing.
The Soviets used the same concept against dissidents in the old USSR. The attitude was that person had to be insane to disapprove of the government and dissent, so they stuck dissidents into mental institutions in the Gulags.

Sounds like college where we had to store our guns at the firing range on campus. Seems that after hunting season my freshman year they never quite got around to making it back down there.

I know that Massachusettes has the reputation of being “ TAXACHUSETTES “ , but the state fees , insurance , evaluations , and incidental expense and forms are mind boggleing !

Being it’s Massachusetts this gun grabbing Rat may get this passed but things could get interesting if it does, many Mass. residents are not leftists.

I think we need to track it —permanent record, interview with standard questions ahead of time, regular inspections of facilities.
Also customers who are pro-choice should have to get a card, with photo ID, etc.
This will prevent “junk abortions”, back-alley tragedies, etc.

I believe this was done twice. Once, in 1775, the Brits tried to seize the armory and got shot up.
The second was at Faneuil Hall Boston, the Brits then seized the arms and refused to return them.
Following the first shots of the American Revolution at Lexington and Concord on April 19, 1775, on April 27, the military governor of the Province of Massachusetts Bay and commander-in-chief of all British forces in North America, General Thomas Gage, ordered all firearms owned by the Boston citizenry stored in Faneuil Hall.
On April 27, 1778 fire arms, 634 pistols, 973 bayonets and 38 blunderbusses were received, properly labeled with the names of the owners, and sorted for storage at Faneuil Hall. Gage promised the weapons would be returned to their owners at a suitable time.
Gage feared an attack on Boston was imminent and feared the civilian populace would join in the resistance, confronting him with an inner and outer enemy.
