If you search the “Flynn Effect” you will learn that “intelligence” has been increasing over time. To such an extent that, if extrapolated back into the Nineteenth Century, it would suggest that America used to be a nation of idiots. We know that isn’t true, but IQ measurement over all the developed world is consistent that “intelligence” has been going up.
That doesn’t directly answer your question, but it is suggestive. The point is that your actual intelligence, and mine, is focused in a way that the IQ testers reward, much more so than our ancestors’ intelligence was 100 years ago. On average.

The bottom line is that population IQ scores are cultural artifacts. You and I might have the same culture but, FWIW, different IQ scores. But populations with different cultures will have distinct IQ scores even with the same genetic base. Thomas Sowell uses the example of “Blacks” from the Caribbean vs. “Blacks” native to America. They have different cultures even tho both have similar general genetic backgrounds - and American blacks call Caribbean blacks “Black Jews.”
Another way to look at it is that California used to use so much "affirmative action” in college admissions that blacks who were qualified to go to a middle-of-the-road college, graduate, and have a respectable career were “privileged” to go to state colleges where the average SAT score was 200 points better than the “privileged” black entrants. The result was that the best black students were in over their heads and flunked out / dropped out - thus failing an “IQ” test - and did not end up with credentials to the middle class. About six or eight years ago, the colleges were dragged kicking and screaming into a more neutral admissions framework - and one class of colleges now graduate more blacks (and another class of colleges admits and graduates more Asians) than before. Jesse Jackson liked the old way better, because it produced more alienated blacks who would grow up just like him.

I’ve seen some studies, now largely discredited (of course) that IQ’s in predominantly moslem countries is declining.
